Fishmouth Plaza
Once Don successfully escapes from the Parish of Starry Knowledge Temple, it's back to Buzz and Kitteh as they arrive in Fishmouth Plaza.
You will automatically unlock the Hook, line, and stinker Achievement at the start of Chapter 3.
There's a lot of new hotspots to check out here in the Plaza, and new NPCs to speak to.

Try speaking with the Girl and her Dog (Annie Pole and Tad). Annie is willing to part with some dolphin milk in exchange for a treat for Tad.
Now speak with the Fishmouth Citizens Brigade (Martha and Silas Webfoote) blocking the path further into town. Martha and Silas won't budge no matter how you approach them, but you should learn something about a Festival and an entertainer license.
More importantly, speaking with them will allow you to enter the Fishmouth Tourist Board via the Door to their left.
Head inside the Fishmouth Tourist Board.
Then speak with the Clerk (William L.Q.P.W. Watersworth) over a number of subjects, particularly about you being an entertainer for the Festival. Mention that you have a talking cat to convince him.
You will unlock the Fishmouth Sailor failure Achievement after a particularly... memorable performance from Kitteh.
You should receive the Official Entertainer License.
Interact with the Liquor bottle at the far right of the screen to acquire an Exotic Wine Label.
Leave the Fishmouth Tourist Board and return to Martha and Silas Webfoote. Use the Official Entertainer License on them, or simply Speak to them about having acquired one. You'll finally be able to enter Fishmouth proper.
One Fishy Town
Speak with a number of NPCs here, including the Citizen eating a sandwich (Milton Damechanic) by the broken Jalopy.
Missable Achievement
Go through all possible dialogue options with Milton EXCEPT his second sandwich. Instead, exit the conversation and Use the Can of Dr. Fisher you should have found in Buzz's Dorm way back in the Prologue on Milton DIRECTLY.
You will unlock the Life fizz surprising Achievement.
You must give Milton the Can of Dr. Fisher BEFORE asking him about his second sandwich, otherwise you will miss out on the Achievement!
Now ask Milton about his second sandwich to receive it.
Enter the hotel and speak with the proprietor, Finman, over a number of subjects. You should learn about the Festival, his current guest, and an Esoteric Order that has booked up the rest of the rooms. Examine the Coffee Pitcher to the side of the Pilgrim while you're at it.
Eventually, you can attempt to offer Finman the Suspicious Cookie you should have found in Buzz's Dorm way back in the Prologue, but he'll want a fine drink to go with it.
Return to Fishmouth Plaza and offer the Sammich (Sandwich) to Annie. You should receive a carton of Dolphin Milk in return.
Enter the Fishmouth Tourist Board and speak with Watersworth about a going away gift. Request the Coffee Mug to receive one!
Head back into Fishmouth.
Speak with the Citizen with Newspaper (Mr. Scruff) a few times to unlock the Don't doubt the trout Achievement.
Go back inside Finman House and Use the Coffee Mug on the Coffee Pitcher to receive a Mug full of coffee. Leave Finman House.
It may be hard to spot, but you can enter a new area (the Fishmouth Docks) by clicking on the screen change icon just to the left of Milton (on the other side of Finman House).
Fishmouth Docks
Speak with the Old Drunkard (Zadok) by the Fishing Boat. Eventually you can attempt to persuade him to stop drinking, with a suggestion of coffee.
After exhausting all dialogue options, attempt to offer Zadok the Mug full of coffee.
Pick up the Empty Bottle he throws out.
Head all the way back to Finman House and Use the Empty Bottle on the Coffee Pitcher to get a Bottle of Coffee.
Then Use the Dolphin Milk on the Bottle of Coffee to get a Bottle of Milk and Coffee.
Then Use the Exotic Wine Label on the Bottle of Milk and Coffee to get a Labeled Bottle of Milk and Coffee.
Return to Zadok at the Fishmouth Docks and Use the Labeled Bottle of Milk and Coffee on him. He'll open up to you at last, so ask him about a number of subjects including the Esoteric Order of Dagon and Fishmouth in general. You'll also get a Bottle of Whiskey in return.
Be sure to admit to Zadok that you actually gave him Coffee. You will unlock the Brew out of it Achievement.
While you're still at the Docks, simply stay put for a few seconds and Buzz should automatically break into a little sea shanty!
You will unlock the Shanty shenanigans Achievement.
Finman House
Return to Finman House and Speak with Finman again, going through any dialogue options related to food and alcohol. Eventually you should have a dialogue option where you can offer Finman a drink (your Bottle of Whisky) Note that attempting to simply Use the Bottle of Whisky on Finman directly outside of dialogue is not possible.
After a short scene, you'll be introduced to Barnabas and be inside Olmstein's Room. Examine everything here, in particular the Feathers and Note (Olmstein's Sign) on Olmstein's bed. Grab Olmstein's Sign to read it.
Grabbing Olmstein's Sign will unlock the Bizarre Breadcrumbs Achievement.
Speak with Barnabas again, exhausting all possible dialogue options.
Don's Office
After another short scene, you'll be in control of Don again in his office.
You'll also notice that Don has access to a new sub menu option while Examining any hotspot: the Haunter's Mark!
Choosing this option while interacting with applicable hotspots will allow Don to 'read' into past events related to that hotspot (if any).
Using the Haunter's Mark on any hotspot for the first time will unlock the Cast in the past Achievement.
Examine all hotspots (try using the Haunter's Mark on them!), in particular the Filing Cabinet right by the Door.
You'll want to open the A-D section and look up the Barnabas Busara file inside. You should learn about the Hostes Tenebris and Barnabas' daughter Peace.
While you're rummaging through the Filing Cabinet, why take a look through all the other files in the other sections? Many are highly entertaining, and filled with all manner of references.
You will unlock the Just In Casefile Achievement if you read at least 10 case files inside the Filing Cabinet!
You should automatically enter a conversation with Buzz after looking through Barnabas' file. Exhaust all dialogue options when given the chance, including anything Buzz learned while in Fishmouth.
Buzz should leave Olmstein's Sign on the Desk. Examine and Use the Haunter's Mark on it to learn about 'Nicholas Flamel's abode'.
If you have already looked through all other case files as desired (to unlock the Achievement, natch), confirm with Buzz that you are ready to head for Europe!
Otherwise let him know you still want to look around the Office. Speak with Buzz again when you are ready to go, completing the chapter!
